Whether Banda Karthika Reddy will succeed in getting one year extension as Greater Hyderabad Municipal Corporation (GHMC) mayor or not, but it is clear that the transition of power, which is supposed to take place by December 4, is likely to be delayed due to the prevailing political situation in the state.
Though the Congress and MIM were supposed to decide on the mayor post in September itself, the Congress state chief and the chief minister have been busy in dealing with the Telangana issue and the Sakala Janula Samme for the past one and half months.
The Congress and Majlis Ittehadul-e-Muslimeen (MIM) had entered into an agreement on sharing of mayor post soon after the GHMC elections in December, 2009. Of the five-year term, the Congress candidate gets to hold the reins for the first two years followed by MIM candidate for the next two years. The last one year goes to a Congress nominee.
Karthika Reddy, who got elected the first mayor of Greater Hyderabad with the support of MIM, will be completing her two-year term in December this year. As per the agreement, MIM candidate has to take over the mayor baton on December 4. Karthika Reddy has been trying hard to get extension for one more year. In lieu of this, the Congress might offer Rajya Sabha seat to MIM. However, these issues have to be finalized between the Congress and MIM president and Hyderabad MP Asaduddin Owaisi.
Sources said while the mayor is trying to get one year extension by using her contacts in Delhi, another group of leaders are lobbying for the mayor post with the help of a city-based minister. In a related development, Mettuguda corporator MR Srinivas on Saturday claimed he would commit suicide if Karthika Reddy is given one-year extension and levelled serious corruption charges against her.
Meanwhile, deputy mayor Jaffer Hussain, who is an aspirant for the top post, is reportedly lobbying hard for the mayor post. Former mayor and MIM corporator from Hussaini Alam, Mir Zulfeqar Ali, is also in the race for the post. Some corporators argue that the MIM has to take the last two years term so that it would benefit the party in the next civic elections.
Officials said if Karthika Reddy resigns on her own, then her resignation that has to be placed before the GHMC council meeting, which should be convened by the mayor herself. For convening the meeting, the mayor has to give minimum seven-day prior intimation to the members. After announcing and submitting her resignation to the council, the meeting has to confirm the resignation.
After the confirmation, the GHMC would have to inform the State Election Commission (SEC) and the state government about the vacancy. The SEC would then appoint an election authority to conduct election of the mayor. Usually, the Hyderabad district collector would act as the election authority. The election officer gives election notification by giving three to five days advance intimation. Election is conducted and the result is generally announced immediately.
“This entire process takes minimum 30 to 40 days to complete once the change of mayor is decided,” an official said.
