<p>It was on this day exactly two years ago that the central government announced that the “process for carving out a separate state of Telangana” was being initiated but it has not moved a few steps beyond that. The fallout of Home Minister P Chidambaram&#8217;s statement on Telangana forced the Government of India to constitute a five-member Justice Srikrishna Committee to look into the statehood demand.</p>
<p>The panel submitted its report within the prescribed period (December 31, 2010). But the situation in the state has polarised so much that the politial leaders of the two regions (Telangana and Andhra-Rayalaseema) are not seeing eye-to-eye and and an uneasy relationship prevails on the ground. State Ministers hailing from one region have stopped visiting the other region apparently fearing a backlash from the public. “It is undeniable that a hostile atmosphere grew between the two regions of the state in the last two years. Also, the hypocrisy of all the political parties (on the statehood issue) has been exposed to the people,” political commentator Prof G Haragopal said. “The December 9, 2009 statement by Chidambaram had created new hopes and aspirations among the people of Telangana and also led to many unexpected developments. “Unrest grew among people as their aspirations were not realised even as the political parties have been pushed into an existential crisis,” Haragopal said. Developments in the last two years have taught a “new political lesson” to the people of Andhra Pradesh and also created the need for emergence of a new political force, the academic remarked.</p>
<p>On the other hand, the economic loss suffered by the state because of the statehood imbroglio has been immeasurable. The revenue loss to the state government in just the 2010-11 financial year was a whopping Rs 9,652 crore. Sources in the state Finance Department say the amount could be well over Rs 15,000 crore between December 2009 and now. “Both the government and the private sectors suffered a loss of Rs 30,000 crore in the last two years because of the agitation for a separate state,” MIM leader Akbaruddin Owaisi pointed out, a fact endorsed by industrialists. “The ambiguity and indecisiveness on part of the government is hurting more and stifling growth. The negative impact of all this will be felt more in coastal Andhra in future,” Confederation of Indian Industry leader Y Harishchandra Prasad noted.</p>
<p>Not a single industry worth the name has come up either in Telangana or in other parts of the state in the last two years whereas several multi-national companies like Peugeot changed their track to neighbouring states like Tamil Nadu and Karnataka.</p>

			<content:encoded><![CDATA[<p>It’s official. The Congress wants to set up a second States Reorganisation Commission (SRC) to decide on the creation of new states. The move is to pre-empt BSP supremo and Uttar Pradesh Chief Minister Mayawati’s proposal for the division of the state into four smaller states. Mayawati wants the state to be divided into Bundelkhand, Poorvanchal, and Paschimanchal, besides Central Uttar Pradesh. Earlier, Mayawati had addressed a letter to Prime Minister Manmohan Singh on the issue. Now, she plans to move a resolution in the Winter Session of the Uttar Pradesh Assembly.</p>
<p>In Bhopal, Digvijay Singh, AICC general secretary incharge of UP, said that Congress’ stand on demands for smaller states has always been clear. “A second SRC alone can address such issues,” he said while commenting on Mayawati’s resolution in the UP assembly in support of the division of that state into smaller ones in the winter session. Digvijay also confirmed that the UP CM has written to the Centre on the issue.</p>
<p>AICC general secretary incharge of Uttar Pradesh Digvijay Singh said, “Our policy regarding the bifurcation of the state is very open. We demand the formation of a State Reorganisation Commission before the division of the state.” The party insists that there is a need for taking a holistic view on the issue of creation of new states, instead of selectively responding to demands as and when they arise. This also helps the Congress to buy time and delay the decision on the issue. Meanwhile, AICC spokesman Rashid Alvi said the demand for smaller states was not confined merely to Uttar Pradesh but there were similar demands from other parts as well. “The Congress takes decisions in national interest and not in response to demands from a particular state or region. Any decision should be based on the recommendations of the SRC,” Rashid Alvi said. It assumes significance in the backdrop of the demand for a separate Telangana. Responding to a question whether Telangana is an exception, Rashid Alvi evaded a direct reply, saying “It is a long-pending demand. Telangana is a sensitive and burning issue and it is better if this question is directed to the AICC general-secretary incharge of Andhra Pradesh,” Alvi said. Informally, the party leaders seem to prefer linking a decision on Telangana to the recommendations of the Second SRC. It would give the Congress High Command the muchneeded leeway and buy time to take a decision on Telangana. In the context of the raging agitation in Telangana, the party does not want to take a decision in the heat of the moment but take a considered view before making the final decision. It was pointed out that the Congress Working Committee (CWC) resolution of October 31, 2001, was adopted in the backdrop of the separate Telangana demand within the party. The CWC Resolution favoured the setting up of the Second States Reorganisation Commission (SRC) to study the issue of creation of smaller states   Mayawati’s move is being seen in political circles as a ploy to counter the Congress campaign to get stronger in Uttar Pradesh, which has put pressure on her. At the same time, it is believed that Mayawati certainly does not want the liquidation of Uttar Pradesh, which is her stronghold. Uttar Pradesh has 80 Lok Sabha constituencies – which means there are 80 Members of Parliament, and thus the State becomes a deciding factor in the formation of any government at the Centre. In 2001, Uttarakhand was carved out of the prized hilly regions of Uttar Pradesh. At present, RLD leader Ajit Singh, who has been campaigning for the creation of a separate state out of Western Uttar Pradesh, has threatened to launch an agitation if the demand to form Harit Pradesh out of western Uttar Pradesh is not met.</p>
<p>In New Delhi, Congress spokesperson Rashid Alvi told the media that the grand old party is for setting up of a commission to address the demand for smaller states. More importantly, from AP’s point of view, the spokesperson said in reply to a question that such acommission will also look into the demand for Telangana as well.</p>
<p>While the statements by these two party functionaries cannot be as yet attributed as the official stance of the Congress sans an announcement to that effect, AICC sources said the general idea was to gauge the response to the idea of a second SRC to raging demands like Telangana and new ones put forth by Mayawati. “The initial idea was to set up a Telangana regional council.But with Mayawati breathing down our back ahead of the assembly elections in UP next year with the demand for the splitting up of that state into smaller ones, a second SRC appears to be the solution to address all such demands which are sure to increase in the wake of the Telangana agitation and the UP CM’s move,” said the sources.</p>
<p>But in Hyderabad, the Telangana Rashtra Samithi (TRS), which is spearheading the separate state agitation, made it clear that the constitution of a second SRC as an answer to creation of Telangana will not be acceptable to the people of the region.</p>
<p>“If the Congress goes ahead with such a move, we will ensure that it is wiped out from the political arena in the region for good,” said TRS legislature party floor leader Etala Rajender. T Harish Rao, another leader, said this would amount to cheating and that his party would oppose it tooth and nail and ensure that the Congress pays a heavy price for yet another betrayal of the people of the region. The reported second SRC move of the Congress is slated to be discussed at the TRS Politburo on Thursday.</p>

The month-long Sakala Janula Samme (strike by all sections of society including government employees) has lost its impact after government teachers, employees of Andhra Pradesh State Road Transport Corporation (APSRTC) and the miners of Singareni Collieries Company Ltd. (SCCL) agreed to “postpone” the strike. Since 18 October, several other bodies have also followed suit. Consequently, road and rail transport services, educational institutions and power supply to the region are on track.</p>
<p>Only government employees and the staff of state power distribution firms are on strike and will continue to protest until the Telangana Political Joint Action Committee (T-JAC), the union of different political parties in the region, asks them to call it off. “There is no second thought. The Sakala Janula Samme was called by the T-JAC and we won’t relent unless told,” said Srinivas Goud, a (T-JAC) leader. A cabinet sub-committee led by Deputy Chief Minister C Damodara Rajanarasimha is in talks with the T-JAC to convince them to end the strike.</p>
<p>The postponement of the strike has evoked mixed responses in the state. People from coastal areas and Rayalaseema, who see a separate Telangana state as a threat to their interests, have hailed the ‘end of the strike’. Substantial number of people from these regions have migrated to Hyderabad city and made huge investments. They are dependent on the water from Krishna and Godavari rivers, which flow from the plateau region of Telangana. They are worried about inter-state water disputes and the rise of MNS-kind of forces in Hyderabad if the state is formed. The objectionable use of the word ‘settlers’ to refer to people from the two regions by Telangana Rashtra Samithi leaders and repeated use a few provocative slogans have already created mistrust between them and the people from non-Telangana districts.</p>
<p>The loss in impact of the strike has outraged the people of Telangana. “How could the strike, which was going strong even on its 30th day, could collapse so suddenly?” questioned E Venkata Reddy, an MCA student who hails from Karimnagar district. According to Rakesh Reddy Dubbudu, an activist who has been campaigning for the statehood, people of this region are feeling humiliated as they failed to get response from the government even after a month-long general strike. “People are resenting the role of political leaders. They believe it’s the opportunism of the leaders of this region that has lessened the impcat,” he said.</p>
<p>The T-JAC, led by Professor Kodandram, has alleged that Congress party has proved to be the first enemy to the people of Telangana. The T-JAC is trying to renew the weakening strike. According to a media analyst, depending on the support of government employees, who are dependent on salaries, and mere symbolic participation of political parties were the major weakness of the movement. “Most of the employees, particularly APSRTC, could not bear the effects. The refusal by RTC employees to continue with the protest caused the first major dent to the strike,” he said. “I think more effective methods are required to move the Centre. Probably, all the politicians in this region must resign and fast like Anna Hazare,” he added. Now, the T-JAC is planning to mount pressure on political parties, particularly the ruling Congress Party.</p>
<p>The state hasn’t been able to recover from the heavy losses caused by the general strike, which coinciding with bad monsoon, hit the farmers. Due to shortage of rainfall and power cuts, about 36 lakh acres of crops were destroyed, according to a report from the state agriculture department. The loss is likely to mount.</p>
<p>Though coal production in Singareni mines resumed on 18 October and power generation has improved, the situation is bad. “Now, the daily supply is about 240 million units (MU). However, due to bad monsoon, the demand has gone up to 280 MU from 265 MU,” said Ajay Jain, CMD of Transmission Corporation of Andhra Pradesh Ltd. The APSRTC and SCCL have incurred the losses of about Rs 211.44 crore and Rs. 600 crore respectively. The industries are still struggling with power shutdowns.</p>
<p>Chief Minister N Kiran Kumar Reddy discussed the situation with Finance Minister Pranab Mukherjee on Saturday apparently to convince the Centre to come up with a statement that could pacify the strikers particularly the government employees. When contacted, the Transport Minister and PCC president Botsa Satyanarayana maintained that the state government cannot take decision in this issue. “We have been trying our level best for a solution. But it’s the Centre, which has to take decision on this issue. Meanwhile, the cabinet subcommittee will continue talks with striking employees,” he said.</p>

			<content:encoded><![CDATA[<p><span>No sooner had the agitation for a separate Telangana state begun to simmer down than it threatens to erupt again: this time over the award of a contract to a construction company linked to a Telugu newspaper in which Telangana Rashtra Samiti (TRS) president K Chandrasekhara Rao is a stakeholder. </span></p>
<p><span>Crying foul, the Opposition is accusing the Congress government of buying peace with the TRS via this contract, a charge the government denies. </span></p>
<p><span>On October 19, the state government awarded a Rs 4,717-crore contract to Southern Engineering Works (SEW) Infrastructure to execute four major components of the Polavaram Project including spillway, head work, earth-and-rock fill dam and excavation for the 960 MW hydel power generation house. </span></p>
<p><span>The government said it saved Rs 600 crore by conducting the tender process for the contract in a transparent manner — SEW was the lowest of five bidders for the four works, quoting 12.6 per cent less than the total value of the work. </span></p>
<p><span>SEW Infrastructure has stakes in Intercontinental Infrastructure Ltd, a Hyderabad-based company which, in turn, is a stakeholder in Telangana Publications Pvt Limited that publishes Namaste Telangana. TRS’s Rao has invested Rs 4.12 crore and owns 41.25 lakh shares in Telangana Publications. </span></p>
<p><span>The chairman of Intercontinental Infrastructure is C L Rajam, a former Resident Engineer, and later one of the directors of SEW Infrastructure. </span></p>
<p><span>Since it was launched on June 6, 2011, Namaste Telangana, described by TRS chief K Chandrasekhara Rao as the “heartbeat of Telangana,” consistently opposed the Polavaram Dam coming up in West Godavari district. It argued that the dam would only benefit coastal Andhra districts and not the five districts of Telangana through which the river passes. </span></p>
<p><span>But a day after the contract was awarded, the lead story in the newspaper praised the government for awarding the contract to SEW Infrastructure. </span></p>
<p><span>“TRS President K Chandrasekhara Rao is being given contracts by the Congress government to call off the Telangana agitation,” said senior TDP leader Eraballi Dayakar Rao. </span></p>
<p><span>Speaking to The Sunday Express, K Chandrasekhara Rao said: “The TRS is still opposed to Polavaram project. It is wrong to link SEW infrastructure with Namaste Telangana just because another firm Intercontinental Infrastructure is linked to both. I have instructed TRS floor leader in the Assembly Etela Rajender to clarify this.’’ </span></p>
<p><span>SEW was started in 1959 at Vijayawada and is involved in construction of earthen and masonay dams, aquaducts and large concrete complexes. It was involved with the construction of Nagarjuna Sagar Dam in the 1960s and has built four major dams in Madhya Pradesh and Chhattisgarh. It also built the Mahatma Gandhi Bus Station, Asia’s largest central bus terminus, at Hyderabad. </span></p>
<p><span>Major and Minor Irrigation Minister P Sudarshan Reddy said: “It was a transparent bidding process. How is the government supposed to know about the links between SEW Infrastructure and Namaste Telangana? We went by the criteria of the lowest bidder gets selected and SEW was not only lowest bidder but also met all the conditions. The second lowest bidder, Soma Constructions Joint Venture with a China company, quoted Rs 20 crore more. TDP and others are raising a hue and cry but the process is not yet over. There is a high-powered committee involving ministers and IAS officers which will screen the recommendation to award the contract. If there are any anomalies we will cancel it,’’ Reddy said. </span></p>
<p><span>KCR’s son K T Rama Rao said the party’s stand opposing Polavaram remains unchanged. “We will ask the government to cancel the contacts and call for fresh tenders,’’ Rao said. </span></p>
<p><span>TRS floor leader in Assembly Etala Rajender dismissed the allegations: “Let the TDP prove the link. The TRS is still questioning the state government’s decision to go ahead with Polavaram project. We oppose the dam.’’</span></p>

<p>Maintaining that people of Telangana are disappointed with Congress leaders from the region for not participating in the ongoing general strike in support of separate statehood demand, the Telangana Congress MPs will meet in Hyderabad on Thursday to discuss the issue.</p>
<p>&#8220;People are disappointed that we are not participating in the strike. The Telangana Congress steering committee would meet tomorrow to discuss the issue,&#8221; Congress MP G Vivek said.</p>
<p>Alleging that Andhra Pradesh Chief Minister N Kiran Kumar Reddy was adopting coercive steps over the ongoing strike, he claimed that it was hurting the party in Telangana.</p>
<p>The Congress MPs from Telangana region are planning to go to Delhi to meet the party leadership to express their views on the prevailing situation and the need to take an early decision on the contentious issue, he said.</p>
<p>The Telangana political Joint Action Committee (JAC) began the &#8216;sakala janula same&#8217; (strike by all sections of people) on September 13 in support of the separate statehood demand. It vowed to continue the strike till the goal is achieved.</p>

<p>Bathukamma festival is the biggest cultural festival of Telangana region in Andhra Pradesh. Bathukamma 2011 date is October 4. The festival starts on September 27 and ends on October 4 with Saddula Bathukamma and Bathukamma nimajjanam. This year, Telangana Jagruti, a cultural organization, will celebrate Batukamma vedukalu in the association of TNews Channel &amp; Telangana Rashtra Samithi (TRS). They will celebrate Bathukamma 2011 as Ooroora Bathukamma &amp; Koti Bathukammala Jathara which is aimed to active participation of more than 10 millions (‘Koti’ means crore in Telugu) of Telangana women in the festival.</p>
<p>The organization is going to organize the proud fest of Telangana in every town and village in the state, New Delhi and in United States of America, Australia, UK and Dubai from the first day of Durga Navaratri. The celebrations may end on Bathukamma pandaga (the culmination or immersion day of Bathkamma). Jagruti is planning to organize Jatharas (fairs) in selected places in Telangana region.</p>

<p>Speaking on the occasion, TRS chief K Chandrasekhar Rao described the &#8216;Ooroora Bathukamma&#8217; celebrations as &#8216;Cultural Renaissance&#8217; of the Telangana region and praised Telangana Jagruthi for taking up such a good cause at the right moment. Later, JAC convenor M. Kodandaram also spoke about Bathukamma festival and also about the ongoing Sakala Janula Samme.</p>
