<p><strong>Requirements for Renewal of Registration Certificate:</strong></p>

b)    For a Transport Category Vehicle the Renewal of Certificate of Fitness is itself called the renewal of registration certificate and its validity is 1 year from the date of approval or if it submitted in time i.e., before 15 days of expiry then validity is 1 year from the date of expiry. 				<content:encoded><![CDATA[<div align="justify">No person will drive any Motor Vehicle and no owner of Motor Vehicle will cause or permit the vehicle to be driven in any public place or any other place, unless the vehicle is registered.  The registration number is generated by the system in alphabetical order as per the applicants name, however owner may apply for reservation of special number.<br />
Reservation of special Number is a process of assigning a Registration number on the choice of the owner instead of assigning the number in the routine series by collecting some additional fees based on the  number he selects.</p>
<p><strong>a)    Requirements for Reservation of Special Number:</strong></p>
<p>•    Form-RRMA- application for reservation of Special Number.<br />
•    Form-RRMTA – for the applicants who participate in auction for the same special number in bidding process.<br />
•    Tax payments receipt or Eseva Tax payment receipt or Temporary Registration if available.<br />
•    The special number selected from the available list of 1000 numbers listed on the notice board excluding the numbers marked as ® reserved numbers.<br />
•    The applicant has to prepare the Demand Draft for the adequate fees against the Special Number available for reservation as per the APMV Act and Rules and service charge along with the application and should drop in the Drop Box before 1 P.M.<br />
Note:<br />
•    The Drop Box will be opened after 1 P.M. and the applications received will be sorted as per the number of applicants for each Special Number the details are verified.<br />
•    If only one application received for special number so requested and is not an already reserved number then the number is directly reserved to the vehicle for which the applicant has applied and a proceeding confirming the reservation of special number is generated and given to the applicant.<br />
•    If there are more than one applicant requesting for the same number they have to fill the application in Form RRMTA with a demand draft not less than the adequate fees against the Special Number and should submit the Demand Draft in a sealed envelop to the Registering Authority for bidding process.<br />
•    Bid amount details of all the bidders need to entered into the system and the system assigns the reserved number to the highest successful bidder.<br />
•    In case of unsuccessful bid the amount paid by the participant will be returned.<br />
•    In case of absence of participation the amount paid for reservation of special number will be forfeited.<br />
•    The special numbers so reserved are valid for 15 days from the date of issue.<br />
•    If the vehicle is not registered within 15 days the number so reserved is automatically get cancelled.<br />
•    The same process for reservation is to be followed for vehicles from other state and converted vehicles.</p>
<p><strong>b)    Requirements for reservation of number in Current/ Tatkaal Scheme:</strong><br />
•    The applicant should have already applied for registration of his vehicle in the office on the day of application for Current/Tatkaal Scheme.<br />
•    The applicant has to choose Current number in the available list of Current number generation report before the registering Authority. Form-RRMA- application for reservation of Current/Tatkaal Number.<br />
•    Form-RRMTA – for the applicants who participate in auction for the same Current/Tatkaal in bidding process.<br />
•    The applicant has to prepare the Demand Draft for the adequate fees against the Current/Tatkaal Number available for reservation as per the APMV Act and Rules and service charge along with the application.<br />
•    If there are more than one applicant requesting for the same number they have to fill the application in Form RRMTA with a demand draft not less than the adequate fees against the Current/Tatkaal Number and should submit the Demand Draft in a sealed envelop to the Registering Authority for bidding process.<br />

<p><strong>Why do you need a Driving Licence?</strong></p>
<p>As per Motor Vehicle Act 1988, a valid Driving Licence is necessary to drive any motor vehicle on public roads.</p>
<p><strong>Where do you get it?</strong></p>
<p>At the Regional Transport Office or Motor Vehicles Inspector&#8217;s Office, having jurisdiction over your residential area.</p>
<p><strong>When do you get it?</strong></p>
<p>After completion of 16 years of age, for driving motor cycles with engine capacity not exceeding 50cc with the consent of the parent / guardian. After completion of 18 years of age, motor cycles with engine capacity exceeding 50cc and light motor vehicle. After completion of 20 years of age, for an endorsement to drive transport vehicles.</p>
<p><strong>Do you need to produce a Medical Certificate?</strong></p>
<p>Applicants for the Non-Transport Licences, under the age of 50 years do not require a Medical Certificate. However, those applicants who are over 50 years of age must produce a Medical Certificate. All applicants for Transport Vehicle Licence must produce a Medical Certificate, irrespective of their age.</p>
<h2>Permanent Licence</h2>

<p><strong>Procedure:</strong></p>
<ol>
<li>Schedule an appointment for the test of competence online by visiting the website or any RTO office where such facility exists. In other cases schedule an appointment directly at the Office Concerned.</li>
<li>An application in Form 4, for a permanent driving licence shall be made along with the Learners&#8217; Licence obtained for such class of vehicle.</li>
<li>The applicant who has held a valid Learners&#8217; Licence, for a period of at least 30 days, shall be competent to appear for the test of competence.</li>
<li>The test of competence will be conducted by the competent authority.</li>
<li>The applicant should bring a vehicle of the type to which the application relates.</li>
<li>The applicant should satisfy the officer conducting the test regarding his capability to drive the vehicle and his ability to perform the tasks specified in Rule-15(2) of the CMVR.</li>
<li>The candidate who passes the test of competence successfully will be issued with a driving licence and sent through speed post to the address finished.</li>
<li>Fees as prescribed along with user charges.</li>
</ol>
<h2>Learner&#8217;s Licence</h2>
<p><strong>Need for a Driving Licence</strong></p>
<p>No person shall drive a motor vehicle in any public place unless he holds an effective driving licence issued to him by the Licensing Authority, authorising him to drive the vehicle.</p>
<p><strong>Licensing Authorities</strong></p>
<p>The Joint Commissioner/ Deputy Commissioner and the Regional Transport Officers are the Licensing Authorities. The Administrative Officers and Motor Vehicle Inspectors are the Additional Licensing Authorities.</p>
<p><strong>Age limit to obtain Driving Licence</strong></p>
<ul>
<li>An applicant who has completed sixteen years of age is eligible to apply for a driving licence to drive a motor cycle with engine capacity below 55 cc subject to the condition that the parent or guardian should furnish a declaration in the manner prescribed.</li>
<li>The applicant who has completed the age of eighteen years of age is eligible to apply for a driving licence to drive a motor vehicle other than a transport vehicle.</li>
<li>An applicant who has completed twenty years of age will be eligible for applying for a licence to drive a transport vehicle.</li>
</ul>
<h2>Renewal Licence</h2>
<p>An application for renewal shall be entertained not more than one month before the date of expiry of the licence. If the application is late for more than five years after the date of expiry of the licence, the applicant should undergo all the formalities to obtain a fresh licence.</p>
<p>If the application for renewal is made previous to, or not more than 30 days after the date of expiry of the licence, the renewal will be made with effect from the date of its expiry. If the application is made more than 30 days after the date of expiry of the licence, the renewal will be made with effect from the date of receipt of proper application. In such cases a fee of Rs. 30/- will be realised.</p>

<li>Form No.1 (Self declaration as to the physical fitness for Non-Transport Vehicles) / Form No. 1A (Medical Certificate for Transport Vehicles only).</li>

<p><strong>A duplicate driving licence will be issued in the following circumstances:</strong></p>

<li>When the photograph affixed to the licence requires replacement</li>

<p>There are six zones in the State, each headed by a Deputy Inspector General, with headquarters at Visakhapatnam, Eluru, Guntur, Kurnool, Warangal and Hyderabad. There are 28 Registration Districts in the 23 Revenue Districts of the State. There are two Registration Districts in each of the Revenue Districts of East Godavari, West Godavari, Krishna, Guntur and Chittoor, and all other Registration Districts are co-terminous with the Revenue Districts. There are 387 Sub-Registry Offices in the State. Primarily, these are the offices which come into contact with the public, in connection with the registration of various instruments, marriages, etc., granting of certified copies and encumbrance certificates, and sale of stamps.</p>
<p>There are six Flying Squads, one at each Zonal headquarters, consisting of one Assistant District Registrar, one Deputy Executive Engineer, and headed by a Deputy Collector to conduct inspection of properties to detect suppression of facts and collect deficit stamp duty, if any. The other officers have also been authorised to conduct inspections to detect under-valuation of properties, and to compound such offences or launch prosecution against the offenders. There are six Vigilance Cells, one at each zonal headquarters, headed by a Vigilance Officer. The Vigilance Officers conduct surprise inspections of Sub-Registry Offices to ensure proper functioning of the offices, and they also conduct enquiries into the complaints given by the public.</p>

<p><strong>What is the difference between registration of marriages under the Hindu Marriage Act, 1955 and the Special Marriage Act, 1954?</strong></p>
<p>The Hindu Marriage Act is applicable only to the Hindus, whereas the Special Marriage Act is applicable to all citizens of India.</p>
<p>The Hindu Marriage Act provides for the registration of an already solemnized marriage. It does not provide for solemnization of a marriage by the Registrar. Parties to the marriage have to apply to the Registrar in whose jurisdiction the marriage is solemnized or to the Registrar in whose jurisdiction either party to the marriage has been residing for at least six months immediately preceding the date of marriage. Both the parties have to appear before the Registrar along with their parents or guardians or other witnesses within one month from the date of marriage. There is a provision for condonation of delay upto 5 years by the Registrar and thereafter by the District Registrar concerned.</p>
<p>The Special Marriage Act provides for the solemnization of a marriage as well as for registration by a Marriage Officer. The parties to the intended marriage have to give a notice to the Marriage Officer in whose jurisdiction at least one of the parties has resided for not less than 30 days prior to the date of notice. It should be affixed at some conspicuous place in his office. If either of the parties is residing in the area of another Marriage Officer, a copy of the notice should be sent to him for similar publication. The marriage may be solemnized after the expiry of one month from the date of publication of the notice, if no objections are received. If any objections are received, the Marriage Officer has to enquire into them and take a decision either to solemnize the marriage or to refuse it. Registration will be done after solemnization of the marriage.</p>
<p>Any marriage already celebrated can also be registered under the Special Marriage Act after giving a public notice of 30 days, subject to certain conditions.</p>
<p><strong>Are there any age limits prescribed?</strong></p>
<p>Yes. The bridegroom and the bride must have completed 21 years and 18 years of age respectively.</p>
<p><strong>Is it necessary for both the parties to the marriage to appear before the Registrar?</strong></p>
<p><strong>Ans:</strong> Yes. It is required under the law.</p>
<p><strong>Whether a marriage between a citizen of India and a citizen of any other country can be registered either under the Hindu Marriage Act or the Special Marriage Act?</strong></p>
<p><strong>Ans:</strong>No. The above Acts are applicable only to the citizens of India.</p>
<p><strong>What is the procedure for the registration of a marriage ?</strong></p>
<p>An application for the registration shall be in FORM A and shall be signed by each party to the marriage or by the guardian. Such a party shall be presented in person before the Registrar in whose jurisdiction either party to the marriage has been residing for at least six months immediately preceding the date of marriage.</p>
<ul>
<li>The party has to append proof of age and marriage photo</li>
<li>Both the parties to the marriage and the guardian if any, appear before the marriage Registrar personally.</li>
<li>The application for registration of marriage shall be presented within one month of the date of solemnization of the marriage.</li>
<li>If the delay is more than one month, up to 5 years, the Sub-Registrar will condone the delay.</li>
<li>If the delay is above 5 years, the District Registrar will condone the delay.</li>
</ul>
<p><strong>What is the procedure for getting a marriage registered under the Special Marriage Act?</strong></p>
<p>The parties to the intended marriage have to give a notice to the marriage officer in whose jurisdiction at least one of the parties must have resided for not less than 30 days prior to the date of notice.</p>
<p>This notice will be displayed on the notice board of the Sub-Registrar&#8217;s office. After the expiry of one month, if no objections are received, declarations by the bride and the bridegroom shall have to be filed. Then the marriage will be solemnized.</p>

<p><a href="http://nrega.nic.in/netnrega/home.aspx" target="_blank">MNREGA</a> fosters conditions for inclusive growth, ranging from basic wage security and recharging rural economy to a transformative empowerment process of democracy. It provides a strong social safety net for the vulnerable groups by providing a fall-back employment source, when other employment alternatives are scarce or inadequate.</p>
<h2>Process of Application/Registration:</h2>
<ul>
<li><strong>How to apply for Registration?</strong><br />
Applications should be given in writing and should include the registration number of the Job Card, date from which employment is required &amp; the number of days of employment required. It should contain the names of those adult members of the household who are willing to do unskilled manual work, and particulars such as age, sex and SC/ST status.</li>
<li><strong>Where to apply?</strong><br />
Applications for work should generally be submitted to the Gram Panchayat. An individual may appear personally and make an oral request for registration.</li>
<li><strong>What are the timings?</strong><br />
The application for registration may be given on plain paper to the local Gram Panchayat authority on any working day between 10 AM and 5 PM. To allow maximum opportunities to families that may migrate, registration is open throughout the year at the Gram Panchayat office during working hours.</li>
<li><strong>Who are the target audience?</strong><br />
Rural household whose adult members volunteer to do unskilled manual work.</li>
<li><strong>What are the benefits?</strong><br />
The scheme ensures guaranteed employment for people in rural areas for hundred days in a financial year.</li>
</ul>
<p>Verification of applications will be based upon local residence in the Gram Panchayat concerned, the household as an entity, and the fact that applicants are adult members of the household. After verification, the Gram Panchayat will enter all particulars in the Registrations Register in the Gram Panchayat. Every registered household will be assigned a unique registration number.</p>
<p>The Schemes so formulated are called the National Rural Employment Guarantee Scheme (NREGS), followed by the name of the State.</p>
<h2>Job Cards:</h2>
<ul>
<li>The Gram Panchayat will issue Job Cards to every registered household. This is a critical legal document, which also helps to ensure transparency and protect against fraud.</li>
<li>The Job Card is issued immediately after verification, i.e. within a fortnight of the application for registration.</li>
<li>Photographs of adult members who are applicants have to be attached to the job cards.</li>
<li>The State Government in a particular area may order the photograph to be affixed later (but not later than a month) if the immediate provision of a photograph is not possible. No photograph, name or details of any person other than that of the registered adult members of the household to whom that job card belongs shall be affixed or recorded in the Job Cards.</li>
<li>The cost of the Job Cards, including that of the photographs, will be borne as part of the programme cost.</li>
<li>The Job Card will be in the custody of the household to whom it is issued.</li>
</ul>
<h2>Changes to Job Card:</h2>
<p>The Job Card shall be valid for a period of five years and will have provision for the addition/deletion of members eligible to work. Deletions in any household on account of demise, or permanent change of residence of a member, are to be reported immediately by the household concerned. Additions desired may be applied for by the household.</p>
<h2>Duplicate Job Card:</h2>
<p>A cardholder may apply for a duplicate Job Card if the original card is lost or damaged.</p>
<p>The application is to be submitted to the Gram Panchayat and shall be processed in the manner of a new application; with the difference being that the particulars may also be verified using the duplicate copy of the Job Card maintained by the Panchayat.</p>
<h2>Grievances:</h2>
<p>If a person has a grievance against the non-issuance of a Job Card, he/she may bring the matter to the notice of the Programme Officer. If the grievance is against the Programme Officer, he/she may bring it to the notice of the District Programme Coordinator or the designated grievance-redressal authority at the Block or District level.</p>
<p>All such complaints shall be disposed off within 15 days.</p>
